Reason for Award: The Battle of Britain Memorial Flight (BBMF) Support Team, which is part of UK Ministry of Defence (MOD) DE&S, urgently requires an unserviceable engine to be repaired in order to operate their Chipmunk T Mk10 aircraft. To meet the requirement, it is proposed to place a contract with Vintage Engine Technology Limited for the repair of a Gipsy Major 8 engine owned by the MOD. The contract covers the repair and recovery of the BBMF’s Gipsy Major 8 engine for the Chipmunk aircraft comprising of the following: the maintenance and re-build of the engine, dressing of the engine, bench testing of the dressed engine and preparation for transportation of the engine. The contract has an estimated value of <£50K and a duration of 4 (four) months.
Justification For Non-Competitive Decision: It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) Directive 2014/24/EU (Regulation 32 (2)(b)(ii) of the UK Public Contracts Regulations 2015). The engine in question is currently stored in a dismantled state at Vintage Engine Technology Limited, who are also in possession of the required spares and tools. It is therefore not practical or efficient for the Authority to hold a competition for the provision of the repair.
