4. Description: The Awarding Authority will be a state-of-the-art engineering inspection and validation facility based at Specified Location. A specialist division of the Awarding Authority, the initiative is being part-funded by the European Regional Development Fund through the Welsh Government, and reinforced with investment through key industry partnerships.
The technical facilities are scheduled for completion in early 2018, the successful supplier will be required to liaise with the build team to ensure all specifications and requirements are captured.
Part of the requirement for the new build is the installation of several security door sets. These door sets are a mandatory requirement dictated to us by the Ministry of Defence and will form part of the overall security architecture of the building.
The specification of the door sets is limited to individuals with a genuine ‘need to know’ and all suppliers bidding for the work will therefore require the relevant involved staff for this tender to have successfully undergone a Baseline Personal Security Standard (BPSS) check. This involves a nationality identity check and three years of work history verification. The BPSS allows personnel to have unescorted access to HMG information up to and including OFFICIAL (OFFICIAL-SENSITIVE) provided there is a clearly defined “need to know”.
The BPSS check is comprised of four main elements:
Identity verification;
Employment history verification;
Nationality and or immigration status checks;
Unspent criminal convictions checks.
Due to the sensitive nature of this work, coupled with the requirement to access UK specific HMG OFFICIAL information, certain nationality restrictions shall apply. A signed non-disclosure agreement must be uploaded with the response to this PQQ
The works will include supply and installation of the door sets for the new extension facility at Awarding Authority. The Supplier shall be responsible for all equipment and services supplied, including sub-contract purchases.
