Object of the contract
Scope and Objective of the Framework Agreement
The Awarding Authority is seeking to establish a multi-provider Framework Agreement on behalf of the members for the supply of Soft Furnishings, Associated Products and Services to include installation of Window Coverings.
The Framework Agreement will be split into 3 lots as follows:
Lot 1 – Bedding and Bathroom Textiles and Associated Student Accommodation Products
Lot 2 – Student Kitchen Starter Packs
Lot 3 – Window Coverings (Supply and Installation)
Lot 1 Bedding and Bathroom Textiles and Associated Student Accommodation Products and Lot 2 Student Kitchen Starter Packs will also be accessible directly by students at members of NEUPC, LUPC, SUPC, HEPCW, APUC and CPC.
Lot 3 Window Coverings will be accessible by third party contractors engaged by members of NEUPC, LUPC, SUPC, HEPCW, APUC and CPC installing Window Coverings on behalf of members.
The Tenderer can apply for a single lot or for multiple lots.
The individual Lot product areas includes but is not limited to the following
Lot 1 – Bedding and Bathroom Textiles and Associated Student Accommodation Products includes, but is not limited to, the following scope; sheets, duvets, pillows, duvet covers, pillow cases, mattress and bedding protectors, blankets, bedding packs, towels, face cloths, bath mats (fabric and non-slip), shower curtains, associated products including but not limited to waste paper baskets, bathroom accessories and coat hangers for student and conference use. This list is not exhaustive. Electrical items such as lamps, kettles, irons and toasters are not included in this lot.
Lot 2 – Student Kitchen Starter Packs may include, but are not limited to, the following scope; tea towels, pans, chopping boards, cutlery and crockery, glassware, stoneware, plastic tableware, food preparation knifes and food preparation aids including utensils, tin openers, baking sheets, cork screw and bottle openers. Student Kitchen Starter Packs are to be contained within suitable recyclable packaging with carry handles / holes for student use. This list is not exhaustive. Electrical items such as lamps, kettles, irons and toasters are not included in this lot.
Lot 3 Window Coverings include, but are not limited to, the following scope; supply only and supply and installation of a range of curtains and blinds including manual and electric roller blinds, venetian blinds, and vertical blinds. Window Coverings will include black out, dim out, lined and none lined products as well as window films and the provision of added value services including cleaning, repair and maintenance. This list is not exhaustive.

The Framework Agreement is open to the current Member Institutions & affiliated Public Sector Bodies including FE colleges and the Research Councils () as defined by the above Consortia. Links to the membership of each Consortium are provided in 1.4.1.
1.4.6 At some point during the life of the Framework Agreement the current members of the following Consortia may wish to utilise the Agreement and should have access at any point with the permission of Authority. Therefore, it should also apply, with the express written permission of Awarding Authority, to any member of any other Higher or Further Education regional purchasing consortium or any other Higher Education Institution in the United Kingdom as well as the Research Councils, providing that they formally commit to participate in and support this Agreement. The Awarding Authority will only grant permission at the request of the consortium; or an Institution if it is not a member of a Consortium. This Agreement is not intended to replace any current Agreements that either participating or non-participating Consortia may already have in place. The Framework Agreement will be available for use by any Scottish Public Sector Body: the Authority; Scottish Non-Departmental Public Bodies; offices in the Scottish Administration which are not ministerial offices; cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998; the Scotland Office; the Scottish Parliamentary Corporate Body; councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994 (except where they are acting in their capacity as educational authority); Scottish joint fire boards or joint fire and rescue boards; Scottish joint police boards or any successor National Police or Fire Authority; Scottish National Park authorities, bodies registered as social landlords under the Housing(Scotland) Act 2001, Scottish health boards or special health boards, Student Loans Company Limited, Northern Lighthouse Board, further or higher education institutions being fundable bodies within the meaning of section 6 of the Further and Higher Education (Scotland) Act 2005 any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.
