Single stage – Any candidate may submit a tender.
4. Description: The awarding authority, has a requirement for a system that can track swimming performance and training, which as a minimum includes loanable equipment that counts lengths, strokes, stroke types and times (including split times).
The system should provide suitable data to create and track goals, thereby increasing motivation. This data should be made available for the customer online and also for the centre for use as a key indicator.
The system should as a minimum allow swimmers to track individual performance, set training targets, access training plans, compete against other system users, track sponsored swims etc.
The software should be available as an Online solution which can be accessed by both members of the public and Council officers.
The system should allow for unlimited operator and user accounts (at no extra cost).
The product itself should include for any equipment required to ensure that the Council can access the system and provide the training devices to its customers for use.
The cost for each site should include for all hardware and software that the Council may require to provide this swimming performance tracking system to its customers. It is envisaged that each centre will require at least ten (10) recording devices (Wristbands) but options should be available to purchase additional wristbands and docking stations and a range of quantities including individual bands should be included for in the pricing schedule.
Examples of items required could include, but not be limited to:

Monitor and computer
Keyboard and mouse
Set of 10 wristbands
Card reader
Installation costs should be included in the overall price.
Training for relevant Council staff at each site on how to use the equipment and system should be provided for in the overall cost per site.
If any hardware/software is found to be faulty or not working for any reason other than user error or negligence then the provider shall provide replacements at no extra cost.
The hardware / software can sit on either the leisure centres broadband connections or on the Councils Citrix based Education Network.
The system must be fully managed and maintained by the provider and any annual maintenance fees (including activities required to fully manage and maintain this system and any hardware) must be priced for separately in the pricing schedule.
Maintenance should include as a minimum the processing of swims and capturing of new signatures, the system website, signatures and software updates, docking station health monitoring, customer telephone, email and online support, user telephone and email support and system maintenance.
Annual maintenance will be required for each site purchase, with pricing for the first twelve months included in the initial purchase and then subsequent maintenance costs for a subsequent four periods of twelve months each on a year by year basis for each purchase. The Council reserves the right not to renew after each 12 month period.
The Annual maintenance fee should be the same regardless of the number of users/operators.
A pricing structure for non standard maintenance should also be provided for in the submission.
The provider should advise if they will require remote access for maintenance.
The Council may have to verify relevant security information and data in order to ensure compliance with the Councils systems and firewalls.
Prior to award the Council may require a demonstration of the system, software and hardware to ensure that it is fully compatible with the Councils IT systems and requirements.
