II.2.4) Description of procurement: Best Start Lincolnshire: Early Years and Family Service will provide a range of high quality and inclusive early childhood activities across Lincolnshire to local families in children’s centres and outreach venues that support child development and positive parenting. The Service will work closely with Children’s Services Early Help and Social Care Teams to provide more tailored support to vulnerable families with children aged 0-5 years.

•The Service will work alongside health services to provide antenatal support to families to help them prepare for parenting.
•The Service will offer a range of support and activities to all families during the first year of a child’s life, in particular to vulnerable families.
•The Service will enhance parents and carers ability to support children’s learning.
•Sessions delivered to families will be evidence based but also tailored to meet the needs of vulnerable individuals that may feel overwhelmed by attending structured group sessions; thus there will be flexibility to run sessions at outreach venues.
•The Service will run sessions to encourage eligible families to take up their free 2 year old early years entitlement and promote the take up of 30 hours for eligible 3 and 4 year olds.
•The Service will offer consistent teams of workers in locality areas so that families have known friendly faces that they can turn to with concerns.
•As children get older, sessions will focus on supporting them to be ready to learn and for those children that are still attending sessions after aged 3, to be ready for school.
•The Service will identify vulnerable parents/carers that need support to enter education, employment or training and work with them to understand their skills and skills gaps and help them into volunteering, adult learning other education and/or employment.
•The Service will offer crèche provision for children to support parents/carers to attend any skills development courses where other suitable childcare arrangements cannot be made.

II.2.4) Description of procurement: Best Start Lincolnshire: BME Inclusion Service will support BME families in Lincoln, Boston and South Holland districts. This support will be focused on two main areas:
•Inclusion of BME children and families in accessing and participating in services, particularly the Best Start Lincolnshire: Early Years and Family Service.
•Providing translation support to BME families with children aged 0-5 years in respect of social care meetings (Team Around the Child, Child In Need, Child Protection, Looked After Children) where the Service is involved in supporting the family.

The Service will be delivered by bilingual workers, who are able speak the languages of the ethnic minority community across the districts the Service covers. Work across these localities will be responsive to the needs and demand for the Service from the ethnic minority community.
