There are proposals to construct a new swimming pool and sports centre in Banchory. The heating in the building will be provided by gas-fired boilers and a biomass boiler. As a Local Authority we already have access to a national contract for the supply of gas and this could be the normal source of energy (and still will be for backup generators).
However, there is an opportunity to buy heat from an existing local biomass boiler district heating scheme instead of installing a separate biomass boiler in the sports centre. The existing biomass boiler is owned and operated by HOBESCO and currently supplies heat to over 100 houses, and office and 3 industrial units. If the option to buy energy rather than install a biomass boiler proves to be value for money, Aberdeenshire Council intend to enter into an agreement HOBESCO as they are the only provider of heat from a biomass boiler in the area. By virtue of utilising the nearby district heating system, the council will be achieving additional community benefits by enabling said system to be accessed by a number of other residential units which currently don’t have access to this source of energy. This opportunity will therefore not only utilise Biomass fuel but also to extend these benefits to local community households, at no additional cost to the Council, is something the Council.

Any such action must be brought promptly. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages. If the contract has been entered into, the Court may only award damages.
