is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
The global pandemic of Covid-19 has caused extreme pressure on the supply chain for scrub suits, tops and trousers which are an essential part of uniform worn by healthcare workers treating such patients. The demand for scrub suits, tops and trousers has increased significantly putting particular strain on our contracted supplier who is no longer able to fulfil orders, thus causing a breakdown in our normally compliant purchasing route. The pandemic is too significant and immediate to permit for normal OJEU advertisement procedures to be followed and the scope and volume of pandemic and subsequent requirements for scrub suits, tops and trousers was unforeseeable.
