is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
No other reasonable alternative exists for this procurement. This procurement is essential to ensure compatibility with existing equipment, facilities, ICT and technical infrastructure. The replacement of which would require structural and ICT infrastructure works and result in significant disruption to car parking services on the hospital site. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
