Translink is the brand name for the public transport group of operating companies of Ulsterbus, Northern Ireland Railways and Citybus, which trades under the brand name Metro. Translink operate the majority of bus and rail services in Northern Ireland, with approximately 80 000 000 journeys made on Translink services every year by the 1 760 000 population of Northern Ireland.
Translink’s ticketing system processes 56 million transactions every year, collects over 82 % of Translink’s total annual revenue and accounts for 79 500 000 annual bus and rail passenger journeys (2013/14 financial year).
Translink now have a requirement for electronic ticketing system hardware, software, back office systems, customer payment interfaces and ongoing system support. This procurement will also ensure that the system is capable of integrating ticketing hardware and software from other non-Translink operators within the Translink ticketing system.

VI.3) Procedures for appeal
The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
