in the Official Journal of the European Union

3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
Under Reg 16(1)(a)(ii) – Technical Reasons.
The UK MOD has a requirement to improve its technical knowledge and baseline its understanding of an integrated grenade launcher based Armoured Vehicle Active Protection System (APS). To satisfy this requirement, the Defence Equipment and Support Technology Office intends to procure an IMI Iron Fist Light Decoupled (IF-LD) Hard Kill APS to undertake a limited Test and Evaluation (T&E) exercise. The IMI APS is the only integrated High Technology Readiness Level (TRL) grenade launcher-based Hard Kill APS which uses both electro-optical and radar sensors to detect threats within a single system. This requirement will form part of the wider UK study into the APS concept and knowledge gained during this phase will add to that already obtained on other APS to de-risk the generation of future UK APS requirements.
