The Programme Management Office (PgMO), part of Defence Equipment and Support (DE&S) has identified a potential requirement for the provision of a modular and scalable, deployable Equipment Infrastructure (EI) system to support Domestic, Headquarters and Medical functions of expeditionary forces deployed across the spectrum of operations in the Land environment. The project will provide a core solution which can be enhanced to meet increased system demands of specialist users and environments through additional modular components and which has the capacity to be employed to meet emerging Equipment Infrastructure requirements.
The solution must be compatible with technical, medical and communications equipments and include the provision of the system, support (incl. training, repair and logistics) and pricing for erect, maintain and strike functions of the camp as required both in the UK, when deployed on operations overseas and on training exercises.
The Department is seeking to implement an arrangement with a single Contractor with an aspiration to employ a Whole Force Approach although this is not currently a mandated requirement.
It is expected that the system will be made up of Commercial Off The Shelf and/or Military Off The Shelf equipment.
At this point, the system must be capable of meeting the following (though this is not exhaustive):
a. Generic roles and capabilities:
(1) Generic modular and scalable shelter system based on a limited number of shelters and capable of use either individually or in combination. To include:
(a) Basic environmental protection required by general users and equipments to meet generic service operation;
(b) Lighting;
(c) Fire warning;
(d) Internal finishes including standard flooring, lining and trunking or conduits for cables;
(e) Reduced power (fuel) and water consumption.
(2) Enable the use of existing and future systems which lie outside the project boundary e.g. power generation and communication systems.
b. Domestic Accommodation roles and capabilities:
(1) Tier 0 (Previously referred to as Skeleton);
(2) Tier 1 Camps including all aspects of domestic support functions;
(3) Provide an enhanced environment required to enable domestic support functions through flooring, lighting, heating, cooling and climate control systems where required;
(4) Interface with distribution and management of power, fuel, water, waste and communications;
(5) Ablutions, catering and dining and refrigeration.
c. Headquarters roles and capabilities:
(1) Deployable HQ Infrastructure scalable from Unit to 3* HQ;
(2) Provide the necessary STRAP accredited EI to accommodate and enable a Contingency Operational Intelligence Support Group (C-OISG) and other, above SECRET, functions to Bde HQs and above;
(3) Provide the enhanced environment required by specialist C4I equipments through flooring, lighting, heating, cooling and climate control systems where required.
d. Medical Treatment Facilities (MTFs) roles and capabilities:
(1) Role 1 MTF Medical Response Capability encompassing:
(a) Role 1 Medical Reception Station (MRS);
(b) Role 1 (Air).
(2) Role 2 MTF Initial Surgery Response Capability encompassing:
(a) Role 2 Basic (R2(B));
(b) Role 2 (Air).
(3) Force Medical Centre (FMC);
(4) Aeromedical Staging Unit (ASU);
(5) Provide the enhanced environment required by specialist medical equipments through flooring, lighting, heating, cooling and climate control systems where required.
