The UK Ministry of Defence is awarding a contract via the Negotiated Procedure without Prior Publication to Innovative Technology Projects Limited (‘ITPL’) 27 Stephenson Road Industrial Estate St. Ives Cambs PE27 3WJ for the Supply and Support of a Radar Training System pursuant to Article 32(2)(b)(ii) of Directive 2014/24/EU (regulation 32(2) of the Public Contracts Regulations 2015). The UK MOD considers it has justification to award the contract on the basis that the Authority tested the market by instigating a fair and transparent competitive process and found that only one bidder — ITPL — submitted a PQQ response confirming that it was technically able to meet the requirement. Therefore competition is not technically viable.
