The Training and Simulation System Programme (TSSP) team, part of Defence, Equipment and Support (DE&S) within the UK Ministry Of Defence (MoD) is considering the potential requirement for the provision of a Defence Virtual Simulation (DVS) tool to provide a common, interoperable, accessible and deployable capability that will enable simulated activity across all levels of training, education and experimentation in a tri-service environment.
Should the MoD wish to progress this potential requirement upon completion of this market sounding exercise, then it will be expected that the preferred supplier would be able to demonstrate, implement and ultimately manage, over a period of up to 10 years, a standalone solution capable of operating on standard Commercially available Off the Shelf (COTS) hardware.
Additionally the solution will be capable of supporting end-to-end training events through design, execution and After-Action Review (AAR) in a range of military environments. It must also be interoperable with extant and future training and simulation systems including those of a bespoke nature, operated by the MoD.
The solution is envisaged to be an off-the-shelf product that will be licensed at an Enterprise level providing unrestricted use and distribution by the MoD, thereby enabling widespread use and development opportunities.
Interoperability with Allied nations is also highly desirable.
The primary purpose of this Prior Information Notice (PIN) is to contribute towards the ongoing market sounding exercising being undertaken by TSSP in support of the proposed requirement and to update the Simulation Industry as to the intention of the Authority in relation to Defence Virtual Simulation (DVS) programme.

From 2.4.2014, the Government is introducing its new Government Security Classifications Policy (GSC) to replace the current Government Protective Marking Scheme. A key aspect of this is the reduction in the number of security classifications used.
