Establish market readiness of artificial intelligence software Clinical Trials Matching Product to read structured and un-structured data in patient records for the purposes of matching for inclusion/exclusion to/from clinical trials to:
— increase the numbers of pre-screened patients recruited to studies,
— increase the rate at which patients are recruited to studies,
— reduce the screen failure rate,
— support the improvement of participation in clinical trials to speed up studies that may provide better/faster outcomes for patients,
— improve income generated to Trust via participation in clinical trials.

II.2.4) Description of the procurement
No contract will be committed to at this stage via the publication of this Prior Information Notice (PIN):
— the Trust plans to proceed with this approach purely to verify the level of available competition and gather credible market information,
— this paper is being submitted for information purposes,
— the production and approval of this paper will not grant authority to commit expenditure on behalf of the Trust,
— via the publication of the PIN, the Trust aims to assure itself of the level of available competition and obtain indicative charges from suppliers, that may support the further development of a Business Case.

This is being undertaken to verify market conditions to determine whether suitable suppliers exist.
It is intended to hold a Supplier Day w/c 11.3.2019 in Cardiff with location tbc. There is an option to hold either in person, via WebEX or Skype. Sessions to last up to 2 hours.

The following criteria will be used by the Innovation Board to inform strategic direction of the Trust, in relation to the use of AI for the matching of clinical trials:
— availability of Off the Shelf Software (OTS) with ability to automate workflows associated with matching patients for clinical trials,
— establish stability of underlying platform e.g. use of cloud based technology,
— innovation roadmap — future technology changes and pace of development,
— potential commercial and financial impact,
— evidence of product deployed successfully elsewhere/stage of deployment achieved to date for an equivalent purpose,
— product functionality — ability to read structured and un-structured data,
— ability to add value to the Trust i.e. value added in achieving outcomes of matching/excluding patients to/from clinical trials,
— ability to integrate with existing Trust solutions holding patient data and integration support available,
— resources required of the Trust e.g. skills and time,
— establish security and how solutions address GDPR,
— ease of use — implementation, training and further in house development i.e. a solution which is not proprietary to a specific trial,
— pricing strategy/licensing model e.g. enterprise license, license per user/seat, successful patient match (outcome based pricing model), infrastructure investment or cloud model, upgrades and maintenance, etc.
