This is a Prior Information Notice Only Expressions of interest are not being sought at this stage.
ECL (formerly Essex Cares) was set up by Essex County Council in 2009 and was the 1st Local Authority Trading Company (LATC) to offer social care services in the country. We specialise in delivering support within the home and within local communities across a range of services.
A core business area for ECL is the delivery of the Integrated Community Equipment Loan Service, working with Health and Social Care partners alike. We provide a fully managed service in Essex covering all product categories including:
— Simple daily living aids — Including but not limited to bathing and toileting equipment, perching stools, commodes, walking frames, grab rails, bed and chair raisers, ramps, key safes;
— Complex daily living aids — Including but not limited to: shower chairs, standing aids, hoists, beds, mattresses (static and pressure relieving);
— Paediatric Equipment — Modular seating, bathing and toileting products, cots and cot beds;
— Assistive Technology — including but not limited to telecare and sensory equipment;
— Bariatric Equipment — covering all community equipment requirements;
— Medical Surgical Products — including but not limited to syringes, pumps, catheters, etc.;
— Other associated equipment — as required by the business.
ECL is looking to establish a DPS for all community equipment categories (a non-exhaustive list is provided above) and associated products, accessories and parts.
It is anticipated that over time the DPS will be extended to allow other public sector bodies to access this system and aggregate spend and volume further. Full details will be provided in the official OJEU notice in due course.
The Contracting Authority cannot guarantee volumes but it is estimated that the total potential value for purchases under this DPS could be between: 3 000 000 GBP and 100 000 000 GBP per year over the term of the DPS.
The term of the DPS will be five (5) years with the option for extend for a further five (5) year period.
Further details about the lots / categories and other contracting authorities will be provided at a later date.
ECL may look to hold a supplier engagement event. Full details of the date, time and location of this will be communicated to the market in due course.
