The requirement is for a dynamic underwater laser scanner that will allow for real-time 3D point cloud generation with on-the fly inspection for rapid data collection over long baselines. This system will need to have sufficient flexibility to be deployed in a range of different operating conditions, including; stationary (diver deployed), from a remotely operated vehicle (ROV), autonomous underwater vehicle (AUV) and also as a surface mount on survey vessel. The depth range of operation required will be to a minimum of 4000 m, and the scanning range will need to be capable of resolving features at least 20 m from the source of the transmission. Further general requirements are that there is no need for calibration to ensure maximum validity with a minimum amount of technical support in the field.

Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
A minimum technical specification was determined based on the best available technologies, as part of a review of the products available in the market. On account of the operational limits, scanning limits, rotational accuracy and the flexibility to be deployed from a range of platforms, including: stationary (diver deployed), remotely operated vehicle (ROV), autonomous underwater vehicle (AUV) and surface mount on survey vessel, the specification that was carried forward was based on 2GRobotics ULS-500 Dynamic Underwater Laser Scanner. Seatronics Ltd. Geoscan House, Units 3 and 4, Denmore Industrial Estate, Denmore Rd, Aberdeen AB23 8JW are the sole distributor for the manufacturer (2GRobotics) in the UK and Europe, and this was the justification for their inclusion without prior publication in the Official Journal of the European Union.
