II.2.4) Description of the procurement
SNBTS requires automated plasmapheresis collection machines which must:
— be capable of providing leuco-depleted plasma for the manufacture of Covid-19 Convalescent Plasma(C19-CP), Fresh Frozen Plasma and Source plasma for blood products;
— these devices should enable the collection of double and triple doses of CP and FFP;
— these must be in line with guidelines for the blood transfusion services in the UK (Current Edition) and the Blood Safety and Quality Regulations 2005.
This technology is required to embed the skills required to collect C19-CP for the remainder of the current pandemic and in any future outbreak or wave. It is therefore envisioned that the machines will operate in two modes:
— tick over: where the centres will collect available C19-CP to around 84 procedures per week. During this phase any spare collection slots will be utilized to balance the inventory by collecting FFP
— flex up: where there is a significant outbreak of Covid19 either locally or nationally the services will extend collection and build to 204 procedures per week;
— for planning purposes, we have assumed that there will be one period of 13 weeks at this higher level;
— it is also assumed that we would have a 4-6 week lead time to operate at this higher level;
— companies are therefore asked to consider how they might support SNBTS while operating at higher level and how they would supply the additional disposables to support this operation.
