NGN have worked with Westwood technical and combined expertise to develop pressure management solutions utilising LoRaWAN technology. Following a successful trial in Hull and further deployment in Leeds and Middlesborough this contact represents the full role out of this technology and comprises a further 270 gateways and subsequent installation at 135 NGN sites providing full coverage of the NGN region. Currently there are no alternative LoRaWAN based pressure management solutions available for use on the gas network.

Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
This procurement relates to the ongoing roll out of new communications technology to the the NGN network and is the result of joint research between the contracting parties. Previous contracts have been awarded to this supplier supported by VEAT notices as required by legislation. This contract represents the full roll out of this proprietary technology across the NGN network and is in accordance with Regulation 50 “(c) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons (ii) competition is absent for technical reasons (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement;
