II.2.4) Description of the procurement at the time of conclusion of the contract
Tenders are invited for a framework for the hire (self-drive) of a wide range of vehicles on a short to medium term basis, to include associated services that may also be required. The scope of the requirement encompasses cars, LCVs, LGVs, passenger transport vehicles and specialist vehicles (such refuse collection vehicles and sweepers), across the whole of the UK. Though essentially a ‘call off’ arrangement, it is also intended to offer the opportunity for bespoke contractual solutions to be provided for individual customers to meet their specific operating needs and priorities, by way of further competitions.
The framework is divided into the following lots:
A. cars,
B. vans,
C. minibuses,
D. 3.5T GVW tipper trucks,
E. 4 WD commercial vehicles,
F. 7.5T GVW box trucks,
G. refuse collection vehicles,
H. sweepers/road sweepers,
J. 7.5T GVW (and above) tippers trucks,
K. skip/hook loaders,
L. winter gritting vehicles.
An eAuction process may be used to award subsequent call-off contracts following the reopening of competition among the parties to the framework agreement.
As a central purchasing body as defined by the EU Procurement Directive 2014/24/EU, the framework agreement is open for use by the following classifications of user throughout all administrative regions of the UK: local authority councils; educational establishments (including academies); central government departments and agencies and local government departments and agencies; police, fire and rescue and coastguard emergency services; NHS and HSC bodies, including ambulance services; registered charities; registered social landlords; any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament.
