II.2.4) Description of the procurement:
The microscope should be able to probe the dielectric properties as well as structural and mechanical properties of the sample with true atomic resolution and high-speed capabilities upgradable to video-rate imaging. It needs to be capable to provide quantitative dielectric maps at the nanoscale in a wide frequency bandwidth (at least up to MHz range) with the ability to customize the system for more advanced experiments. It needs to be capable to work in multiple environments – air, liquid and gas – in an environmental cell with liquid/gas exchange, with minimum noise and thermal drift to allow stable and quantitative measurements over time at high resolution. The equipment will be located at the University of Manchester.

The authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated through the European Journal. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
