II.1.5) Short description of the specific contract:
Wales & West Utilities, Northern Gas Networks and Northumbrian Water are seeking expressions of interest from potential suppliers that can:
Supply Polyethylene Pipes and Fittings for use in Gas transportation (up to 7Bar) with a Diameter range of 16mm to 630mm.
Supply Polyethylene Pipes and Fittings for use in Potable Water Transportation (up to 16Bar) with a Diameter range of 20mm to 500mm.
2 gas transportation companies, Wales and West Utilities Ltd (WWU) and Northern Gas Networks Operations Ltd (NGNOL) and 1 Water company Northumbrian Water Limited (NWL) are combining procurement activities for the supply of Polyethylene Pipe and Fittings as described in this Notice, which is anticipated to culminate in 3 or more discrete contracts.
Applicants must note that by expressing an interest, they are expressing an interest in supplying ALL utility companies (WWU, NGNOL and NWL). However, no commitment is made at this stage that any of the utility companies will proceed to contract.
The process is being managed for all companies at this stage by WWU.

The contract term will be 3 to 8 years depending on extension options.

II.2.1) Total quantity or scope:
The scope for Gas is MDPE and HPDE Pipe and associated fittings (spigot and Electrofusion) from 16mm through to 630mm Diameter.
All products offered must comply with the appropriate UK Gas Industry Standards or Equivalent, evidence of compliance will be required at the Pre-qualification Stage of the tender process.
There are circa 500 individual items that bids will be invited for. A copy of the preliminary parts list can be found (via invitation) on our esourcing platform Bravosolution.
The scope for Potable Water is MDPE and HPPE Pipe and associated fittings (spigot and electrofusion) from 20mm through to 500mm Diameter, including Barrier Pipe and factory sealed pipe.
All products offered must be DWI Regulation 31 (4)(a) approved and comply with the relevant British Standards or equivalent. Fittings and associated materials must be listed in the WRAS Water Fittings and materials directory. Barrier Pipe must comply to WIS 4-32-29. Evidence of compliance will be required at the Pre-qualification Stage of the tender process.

The products to be supplied are operationally business critical to WWU, NGNOL and NWL. WWU, NGNOL and NWL currently operate different logistics models so both ex-works UK and a number of different delivered options are required to be submitted. WWU, NGNOL and NWL seek the optimum combination of products and reserve the rights to split the items into lots and have more than 1 supplier per lot, or to establish 1 or more contracts for combined lots if considered to be the most economically advantageous outcome to both or either contracting parties. Each contracting party reserves the right to negotiate independently of each other to satisfy different Utility operating models.

Description of these options: The contract term will be between 3 and 8 years inclusive of potential extension options. The fixed term element of the contracts will be for a minimum of 3 years with each contracting Utility reserving the right as part of the negotiation phase to extend this initial contract period where beneficial and viable to do so based upon own operating models.

For potable water, suppliers must be able to provide all items in the lot that they are bidding for, e.g. separate contracts will not be awarded for pipes and for associated fittings. NWL’s preference will be to award supply agreements covering its north and south locations.
