II.1.4) Short Description: The Contractor will design, supply and install these hydraulic rigs in accordance with normal industry standards. It is expected that the mechanical test frames will be utilised for at least 80 % of any given period, with operations spanning 24 hours / 365 days per year.
Test frames will be interfaced with an existing MTS hydraulic ring main offering running pressures up to 210 bar, flow rate typically 23 litres per minute at a working temperature of approximately 45oC. Hydraulic connection is via an MTS hydraulic service manifold, part number 293,1X HSM. Electrical switching to isolate hydraulic pressure is accomplished by 24 volt control signals to be generated by the test machine control system. It is expected that the control system will be digital (not analogue).

This procurement is being conducted by Swansea Materials Research and Testing Ltd (SMaRT). This commercial entity, wholly owned by Swansea University, was incorporated in 2009 to commercialise mechanical test activities developed under the Institute of Structural Materials. SMaRT is responsible for the maintenance and scheduling of all test equipment and act as ‘service provider’ to a mix of commercial testing and University research contracts. The large portfolio of ISM research addresses the mechanical characterisation of structural metals and ceramics, with a rolling value of ISM research contracts in the order of 9 000 000 GBP. The most significant industrial sponsor of this research is Rolls-Royce (with contributions to Rolls-Royce global divisions in Germany, USA, Singapore as well as the UK). Additional research in similar fields is funded by Airbus and Timet. A large proportion of this combined funding is geared through the Engineering and Physical Science Research Council (EPSRC) and Innovate UK (including Aerospace Technology Institute funding).
The combination of SMaRT/ISM was awarded Major Research Facility status by the University in 2015, receiving a significant budget for capital investment over the period to 2019. This tender forms the initial tranche of this investment, providing an immediate budget of 200 000 GBP in the current financial year.
