3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
The College requires engineering training system equipment to provide learners in the Further and Higher Education Engineering courses with the opportunity to use industry-like equipment within controlled environments. The College works with industrial partners and complies with new apprenticeship standards which require learners and graduates to have access to appropriate and specific industry-standard equipment.
Although there are other companies that supply a variety of training kits, Festo are the only company that supplies industry standard, modular and easily integratable solutions. The College requires this modular, industry standard solution, to ensure learners are getting experience using equipment reflective of what they can expect to see in industry, whilst ensuring low-maintenance easily upgradable, highly transportable and well-supported equipment and software to support the learners’ journey.
The College considers that the required engineering training system equipment solution can only be provided by the identified supplier.
