Pagabo launches £4.15Bn Civils and Infrastructure framework



The National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 represents a significant consolidation of procurement routes in the UK construction sector, offering a substantial pipeline for contractors and the wider supply chain.

Managed by Pagabo with YPO serving as the centralised procurement authority, this four-year initiative carries an estimated total value of £4.15 billion. The new framework, scheduled for formal launch in September 2026, integrates the previous National Framework for Civils and Infrastructure with the National Framework for Demolition and Land Preparation. This strategic merger is designed to streamline public sector procurement while adhering strictly to the Procurement Act 2023 and the Procurement Regulations 2024. For contractors and suppliers, this consolidation signifies a centralised point of access for high-value projects across local government, the NHS, blue light services, housing, and education sectors.

The framework structure offers diverse entry points for businesses of varying scales, particularly through thirteen core lots and numerous geographical sub-lots covering England, Wales, Scotland, and Northern Ireland. Specific sector opportunities include highways, rail systems, water and environmental works, maritime, aviation, energy, and nuclear and defence. Notably, lots ranging from two to nine and eleven to thirteen are divided into value bands starting from under £1 million up to and exceeding £5 million. This tiered approach is intentionally designed to facilitate the inclusion of small and medium-sized enterprises (SMEs), allowing regional specialists to compete alongside major national contractors for projects of appropriate scale. The enabling works component, which encompasses demolition, remediation, and groundworks, ensures that the framework supports the entire project lifecycle from brownfield regeneration to final infrastructure delivery.

Operational efficiency is a central component of this procurement vehicle, with Pagabo employing a digital-first delivery model through the Pagabo+ system. This platform will centralise opportunity management, performance monitoring, and compliance assurance. Furthermore, appointed contractors will be required to engage with the Loop social value platform and Sypro contract management software to ensure transparent reporting and impactful delivery.
