Homes England solidifies tenth Strategic Place Partnership



Homes England has solidified its tenth Strategic Place Partnership (SPP) by signing an agreement with the East Midlands Combined County Authority (EMCCA).

This development marks a significant milestone in the national housing and regeneration agency’s strategy to empower local authorities in delivering ambitious development plans. For contractors and suppliers in the construction sector, this formalised collaboration signals a structured pipeline of opportunities across the East Midlands, underpinned by a framework designed to accelerate housing and regeneration projects.

The partnership aims to leverage local leadership and regional knowledge, supported by Homes England’s national resources and expertise. This model is already active in the region through key development schemes. One prominent example is the Broad Marsh site in Nottingham, a former shopping centre acquired by Homes England in March 2025. The agency is actively de-risking the site to prepare it for private sector investment, presenting a clear opportunity for developers and construction firms to participate in a major urban transformation. The project is set to deliver approximately 1,000 new homes, 20,000 square metres of commercial and community space, and is expected to create 2,000 jobs, indicating substantial future tenders for a wide range of construction-related services.

Further opportunities are emerging in Derbyshire, where Homes England and EMCCA are collaborating with public and private sector partners on the Infinity Garden Village. As one of 43 designated Garden Communities, this large-scale project includes plans for 4,530 new homes, a significant secondary school, and 3.45 million square feet of mixed-use employment space. This long-term development will require extensive infrastructure, civil engineering, and building works, creating a sustained demand for suppliers and contractors over the project’s lifecycle.

The formal SPP framework is designed to streamline collaboration and unlock the region’s growth potential. EMCCA Mayor Claire Ward has stated an ambition to deliver 100,000 new homes, and this partnership provides a foundational mechanism to achieve that target. For the supply chain, the establishment of this SPP provides greater certainty and a clearer strategic direction for regional development, allowing businesses to align their growth strategies with forthcoming public-sector-backed projects in housing, infrastructure, and commercial construction across the East Midlands.
