Project requirement
The organisation is looking to engage a suitably qualified and experienced electronics manufacturer/software developer to assist in the design and manufacture of a portable, battery-operated device, which will be capable of gathering data via a MEMS 3-axis accelerometer. It is envisaged that the resulting data will be transferred to a mobile device (smartphone software application) via BLE wireless technology.
In addition, interested parties may wish to tender for the design and development of a mobile phone-based software application, which will gather the data from the aforementioned hardware device.
The collected data needs to be transferred from the smartphone application via the smartphone’s internet connection to a cloud-based database server, together with the development of a customer-facing, user-friendly web interface to access the data.
The tender therefore, has two distinct work packages, which can be quoted individually or together as one integrated package. The first package is the design and development of the hardware device and the second, is the design and development of the smartphone application, back-end database server and customer interface.

Interested parties will be provided with a high-level functional specification on which a detailed tender can be submitted against. This document is available upon receipt of a signed and returned NDA.

Please include the following in your response:
An overview of the company/individual submitting the proposal
Detail on how you will deliver the required specification and estimated timescales
Identify the potential risks and how you will mitigate these
Confirmation if you are bidding for one or both hardware and software requirements
Provide at least three case studies that are demonstrably similar to the tender specification, which have been delivered within the last two years by your organisation
Price structure of each of the stages outlined in the functional specification and payment schedule
Financial accounts for the last two years
How we will select a provider
We will use the following criteria to select a provider for this work:
Criteria Weighting
Demonstrable expertise of designing and manufacturing of a portable motion device and software development 30%
Quality of proposal against tender specification 30%
Pricing schedule* 20%
Ability of company/individual 20%
*Maximum weighting for tendering for both hardware and functional requirements is 20%. If a tenderer is only submitting against one of the hardware or functional requirements then the maximum weighting available is 10% each.
Due Diligence you will be required to:
