There are ten councils (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan) that make up Greater Manchester. Greater Manchester is home to more than 2.7 million people and has an economy larger than that of Wales or Northern Ireland. In 2014 Greater Manchester was granted devolution and the Awarding Authority was formed. Through devolution Awarding Authority has been given powers to manage health, justice, transport and regeneration locally. With the formation of Awarding Authority and the appointment of a Major, there is a once in a generation opportunity to transform GMCA Children’s Services. A key enabler for transformation will be the use of technology as a foundational lever for change. The Awarding Authority seeks to enhance, expand and develop data sharing across the local authorities and partners through the use of technology. The Awarding Authority are mindful that the local authorities within Greater Manchester and their partners have made multi-million-pound investments in technology and so are not looking to replace existing functionality. The proposed solution will provide an integrated, holistic “single view” of a child, their family and their home, initially for the Child Sexual Exploitation teams in the Wigan and Rochdale localities. This solution is being named Smartscape to differentiate the conceptual solution from any sole commercial product.
