Blood glucose monitoring refers to testing the concentration of glucose in the blood to aid the management of Diabetes types 1 & 2. Similarly, monitoring the presence of ketones in the blood is also important as high levels can result in complications such as Ketoacidosis.
This notice is to extend the current arrangement with Abbott Laboratories Ltd whilst a competitive tender is undertaken.

in the Official Journal of the European Union
The procurement falls outside the scope of application of the directive
3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
The contract with Abbott Laboratories Ltd ended on 30th September 2021. A 12 month agreement was sought to allow sufficient time for NWSSP Procurement Services to undertake a competitive procurement however, due to various factors it has not been possible to complete this therefore an additional 6 months plus 6 months extension period has been sought.
The Health Board cannot find a Public Sector Framework with which to engage with Abbott Laboratories Ltd at this time and therefore, there is no opportunity to make a compliant direct award.
For the reasons outlined above and to ensure continuity of service for patient care, the Health Board has no option but to enter into a 12-month agreement without any formal underpinning Framework arrangement.
