Groundbreaking at Liverpool Waters



The official groundbreaking of the Central Docks neighbourhood signals a critical new phase in the Liverpool Waters regeneration, establishing a significant pipeline of work for the civil engineering and supply chain sectors in the North West.

This milestone project, a collaborative venture between Homes England, Peel Waters, and Liverpool City Council, is backed by an £81 million total investment and is positioned to anchor the development of a major waterfront community.

The initial phase focuses on core infrastructure works valued at £71 million, representing the largest portion of the overall contract value. This essential package has been secured by main contractor GRAHAM Civil Engineering, reflecting the industry’s capacity to deliver complex brownfield remediation and strategic civil engineering. The funding mechanism is robust, combining a £55 million grant from Homes England, the government’s dedicated housing and regeneration agency, with a £26 million commitment from Peel Waters. The strategic appointment of Liverpool City Council as the accountable body for the grant funding ensures governmental oversight and accelerated delivery on the 26-acre site.

For suppliers and specialist subcontractors, this project presents clear and sustained commercial opportunities across multiple construction disciplines. The Central Docks area is designed to deliver approximately 2,350 new residential units, incorporating a mix of affordable and build-to-rent properties, directly supporting national targets for housing volume. This necessitates long-term requirements for groundworks, utility installation, bulk materials supply, and residential substructure specialists.

Crucially, significant tenders will arise from the mandated public realm creation, centred on the five-acre Central Park. This element requires specialised contractors for large-scale landscaping, the installation of recreational and sports facilities, and the establishment of extensive walking and cycling routes. Companies specialising in public realm assets, urban furniture, and green infrastructure will find actionable opportunities within this extensive placemaking commitment.

The Central Docks infrastructure and Central Park elements are scheduled for completion by late spring 2028. This defined timescale integrates the project into the wider 60-hectare Liverpool Waters masterplan, which is tasked with reconnecting the city centre with its historic docklands. This consistent, large-scale framework underscores a governmental and private sector commitment to unlocking challenging strategic development sites, providing a clear commercial pathway for firms seeking engagement in long-term urban regeneration mandates within the northern construction economy.
