HMP Northeye site transferred to Homes England

The official transfer of the former HMP Northeye site in Bexhill from the Home Office to Homes England represents a significant progression in the delivery of new housing and regional regeneration.
Already designated for residential development in Rother District Council’s 2019 Local Plan – and reaffirmed in the emerging Local Plan currently under public consultation – the Northeye site is now poised for transformation, standing as a clear example of national housing policy operating at a local level.
Homes England, under the leadership of Chief Executive Amy Rees, has articulated a commitment to building homes that are responsive to local needs while stimulating economic growth in Bexhill. The site’s activation forms part of Homes England’s Strategic Plan 2025–2030, which seeks to enable the construction of 1.5 million new homes within this Parliament. This initiative prioritizes unlocking public land for regeneration, accelerating housing provision across all tenures, and catalyzing the delivery of social and affordable homes at an unprecedented scale.
In the coming months, Homes England will collaborate closely with Rother District Council, local community organisations, and residents to develop proposals aligned with local priorities and Bexhill’s long-term ambitions. Early actions will include essential maintenance and management of the former prison site, which is anticipated to reassure stakeholders regarding the project’s readiness and Homes England’s capacity to convert assets into productive use.
Critical to the evolution of this project is Homes England’s appointment of a specialist consultant team. This group will immediately commence an extensive programme of survey work, designed to inform both the planning approach and the eventual masterplan for the site. Their remit extends to supporting the draft housing allocation, refining planning strategy, and facilitating the procurement of a suitable development partner. This process underscores considerable opportunities for design consultants, construction firms, and supply chain partners to engage with Homes England as the development framework takes shape.
Delivered under the government’s Single Land Programme, the Northeye project is illustrative of broader efforts to bring dormant public land into constructive use, with the explicit objective of community-led regeneration. As such, the scheme will generate substantial avenues for stakeholders across the built environment sector, including main contractors, subcontractors, and material suppliers, to play a role in a transformative, publicly backed housing initiative.
Those interested in expanding business within the UK’s dynamic residential construction landscape are advised to monitor Homes England’s forthcoming procurement announcements and consultation materials, as engagement in the Northeye project could provide a strategic foothold in a region earmarked for sustained growth and regeneration.
