Homes England Pledges “Generation-Defining” Shift in New 2030 Strategic Plan

December saw Homes England officially launched its Strategic Plan for 2025–2030, unveiling an ambitious roadmap designed to double the agency’s annual housing delivery and spark a “regeneration revolution” across the country.
The five-year plan, titled “Powering Thriving Places,” signals a departure from traditional housing models, placing a heavy emphasis on social housing, institutional investment, and local partnerships. Central to the strategy is a commitment to support the delivery of 280,000 new homes by 2030, while simultaneously unlocking land for nearly 400,000 more.
Doubling the Pace
A standout feature of the new strategy is the aggressive scaling of delivery. Homes England intends to double its yearly completions, rising from the current rate of 40,000 units to more than 80,000 by the 2029/30 financial year. This surge is intended to underpin the government’s wider target of building 1.5 million homes this decade.
Focus on Social and Affordable Housing
In response to the growing affordability crisis, the agency has prioritised what it calls the “biggest increase in social and affordable homes in a generation.” By working closely with housing associations and local authorities, the agency plans to leverage a new regional operating model to ensure that development is tailored to the specific economic needs of different communities.
Unlocking Global Capital
Recognising that public funding alone cannot meet national demand, the 2025–2030 plan introduces a sophisticated “Investment Roadmap.” The goal is to make the UK housing market a primary destination for institutional investors – such as pension funds and insurance companies – to fund large-scale, mixed-use regeneration projects that were previously deemed too complex or high-risk for the private sector.
A New Regional Approach
The plan also moves away from a “one-size-fits-all” London-centric model. Homes England will empower regional leaders and mayors, providing them with the technical expertise and land-acquisition support needed to turn stalled sites into thriving neighborhoods.
“This plan is about more than just numbers on a spreadsheet; it’s about the quality and safety of the places we call home,” the agency stated during the launch. “We are fostering a more innovative, diverse, and sustainable sector that can withstand the challenges of the next decade.”
The 2025–2030 Strategic Plan is effective immediately, with the first major milestones focused on land acquisition and the establishment of new regional partnership hubs.
